2. First phase: Initiation
The framework addresses
Public, private, and civil society actors, such as policymakers, administrators, farmers, private companies, NGOs, or donors who are interested in improving the WEFe nexus.
The initiation phase, which is described in this chapter, involves three main methodological steps:
Defining system boundaries
Conducting a stakeholder analysis
Assessing non-monetary values associated with ecosystem services
